The Cost Estimator is responsible for preparing accurate cost estimates for projects, products, or services by analyzing drawings, specifications, labor requirements, material costs, equipment costs, and subcontractor quotations. The role supports project planning, budgeting, bidding, and cost control to ensure profitable, competitive project execution, costs for performed works and cost to complete
Responsibilities but not limited to:
- Review project drawings, specifications, contracts, and scope of work.
- Analyze project requirements and identify potential cost risks and opportunities
- Prepare detailed cost estimates for materials, labor, equipment, subcontractors, and overhead expenses.
- Conduct quantity take-offs and cost analyses.
- Prepare cost reports and presentations for management and clients.
- Prepare detailed cost estimates by analyzing plans, data sheets and specifications and performing quantity take-offs.
- Break down all costs and prepare reports to assist management in the organizing, planning and scheduling of work.
- Prepare estimates for use in selecting vendors or subcontractors.
- Prepare and maintain a directory of suppliers, contractors and subcontractors.
- Develop and issue to market requests for quotations.
- Perform commercial bid evaluation based on received budgetary quotations.
- Set up cost monitoring and reporting systems and procedures.
- Consult with vendors, clients and Company personnel to discuss estimates and resolve issues that may arise.
- Presentation of estimates to the management and clients.
- Prepare project specific cost estimating solutions without supervision in order to meet the project goals.
- Coordinate different cost estimating activities with project engineers.
- Prepare organization, initiation, and follow-up of the project files and documentation, including maintaining the standard project files structure on project server.
- Responsible to oversee all cost estimating related documents before being issued for Interdisciplinary Check and before submission to Clients.
- Responsible to implement all required cost estimating related measures to ensure quality at source.
- Train and mentor junior engineers when required
- At least 7 years of experience in cost estimating, ideally in the upstream oil and gas.
- Experienced in technical consulting, planning and commissioning and familiar with all phases of EPC Contracts.
- Strong understanding of construction, engineering, manufacturing, or project management processes.
- Ability to read and interpret technical drawings and specifications.
- Ability to identify changes and improvements to the technical documentation and procedures to reflect Client’s changing requirements.
- Advanced knowledge of computer based systems including, ABC-4, Database Management Systems, Excel, Word, Microsoft Office or equivalent software packages.
- Advanced knowledge and application of appropriate international and engineering standards.
- Sensitive to Client’s requirements and Client focused.
- Be proactive, a self-starter and ability to work without supervision.
- Systematic thinker and good organizational skills / time management.
- Strong personality with ability to be firm and persuasive without authority.
- Team player within and across functions.
- Education: Bachelor's degree in Engineering, Construction Management, Quantity Surveying, Finance, or a related field.

Uzbek and Russian are advantageous
