Senior Technical Department Engineer

MESMER-EAST LLC is looking for a Senior Technical Department Engineer

Field: Water Supply, Wastewater, and Pipeline Construction
Location: Central Technical Office, Uzbekistan
Employment Type: Full-time

Key Responsibilities:

• Provide technical coordination and support for multiple construction projects in the water supply, wastewater, and pipeline sectors;
• Review construction drawings, pipeline profiles, equipment layout drawings, and process diagrams (P&IDs);
• Identify technical discrepancies, missing information, and interface issues between different disciplines;
• Coordinate technical matters between civil, mechanical, electrical, and instrumentation & control works;
• Prepare and verify work quantities based on drawings, BOQs, and actual site progress;
• Reconcile actual executed quantities with BOQ quantities and quantities submitted for payment;
• Monitor material consumption, including materials received, issued, installed, and remaining on site;
• Review Interim Payment Certificates (IPCs), subcontractor quantities, and supporting documentation;
• Monitor and maintain records of project variations and assess their impact on project cost and schedule;
• Manage technical documentation, including submittals, approvals, inspection and testing records, and as-built documentation;
• Participate in the preparation of documentation for the completion, handover, and acceptance of works;
• Consolidate technical information from multiple construction sites;
• Prepare regular technical and management reports for senior management;
• Coordinate with project teams, construction sites, consultants, clients, suppliers, and subcontractors;
• Identify potential technical and organizational issues and escalate them to management with proposed solutions.

Requirements:

• Bachelor’s degree in Civil Engineering, Water Supply and Wastewater Engineering, Hydraulic Engineering, Mechanical Engineering, or a related field;
• Preferably 6+ years of overall experience in the construction industry;
• Preferably 4+ years of experience in a contractor’s technical department or in project implementation/control;
• At least 3 years of experience in water supply, wastewater, or pipeline construction projects;
• At least 2 years of practical experience working directly on construction sites is preferred;
• Proven experience participating in the implementation and completion of major construction or infrastructure projects;
• Practical experience with BOQs, IPCs, subcontractor measurements, and project variations;
• Good knowledge of construction documentation and approval procedures;
• Experience with FIDIC contracts will be a strong advantage;
• Ability to confidently read and interpret construction drawings and technical documentation;
• Advanced knowledge of MS Excel;
• Confident user of AutoCAD;
• Good working knowledge of MS Word and PowerPoint;
• Knowledge of Primavera P6 or Microsoft Project will be an advantage;
• Professional working proficiency in English;
• Knowledge of Russian and Uzbek is preferred;
• Knowledge of Turkish will be an advantage.
