We are seeking an experienced Utility, Infrastructure and High Voltage (HT) Manager to join the Client-side team for a large-scale infrastructure project in Tashkent, Uzbekistan.
Key Responsibilities:

Utility Master Plan Management: Develop and maintain the Master Plan for all utility networks (electricity, water supply, gas, telecommunications, sewage, and drainage) throughout construction and operational phases. Determine power and capacity requirements and connection points in coordination with the EPC Contractor, PMC Consultant, and specialized engineering teams.

High Voltage Power Supply & Substations (HT): Lead the design, procurement, testing, and commissioning of high-voltage substations, switchgears, and power distribution networks.
Negotiate and finalize grid connection agreements with state energy authorities and secure required power capacities. Oversee and sign Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) protocols for high-voltage equipment. -
Authority & Stakeholder Liaison: Serve as the primary point of contact for municipal and national utility providers (power grid, water, gas, telecom). Secure Technical Conditions (TC), permits, and all required official approvals.

Utility Relocation: Identify existing utilities within the construction zone and arrange for their prompt relocation prior to major construction activities. Coordinate relocation works with the EPC Contractor and utility owners without impacting the master construction schedule.

Technical Control & Integration: Review designs, drawings, and specifications provided by the EPC Contractor for compliance with Owner requirements and relevant standards.
Ensure seamless integration of utility networks with other systems (BMS, specialized facility systems, civil works).
Requirements:

Education: Bachelor's degree in Electrical Engineering, Utilities Engineering, Civil Engineering, or a related technical field.

Work Experience: Minimum 10–12 years of experience in utility infrastructure or high-voltage power engineering on large-scale development projects.

Technical & Management Skills:

Proven track record in constructing substations, switchgears, and managing utility grid connections.

Client-side / Owner-side experience in managing EPC contractors (project control, acceptance, and sign-offs).

Language Proficiency:

English — Fluent (Mandatory).

Russian or Uzbek — Advantage.
