Proposal Specialist

About us
ILF is an engineering and consulting company providing PMC, engineering and design services to clients in
Uzbekistan and the surrounding region. To support our growth, we are looking for a proactive Proposal Spe-
cialist to lead our tendering activities.

Your role
You will manage the full proposal cycle, from identifying opportunities to submitting compliant, high-quality
proposals and following up on results.

Your responsibilities
• Screen and identify PMC, engineering and design bidding opportunities in Uzbekistan and neighboring
countries
• Prepare structured Go/No-Go documentation for Director-level decisions
• Analyze RFPs, RFIs and other solicitations, covering requirements, deadlines and evaluation criteria
• Coordinate and delivering of pre-qualification and proposal documents with our technical departments and
internal partners
• Evaluate technical and commercial requirements, including cost breakdowns, unit rates, schedules,
manpower loading and equipment resources
• Take responsibility for the commercial proposal, including contractual comments, compilation and timely
submission
• Assist in development of our proposal strategy, win strategies, competitive analyses, compliance matrices
and presentations
• Support contract preparation and analysis
• Maintain the CRM, proposal reporting, SharePoint sites, templates and standards
• Follow up on submitted proposals and report on outcomes for sales statistics
• Support management with market analyses
• Contribute to improving our proposal processes

Education: University degree in engineering, business, economics or a related field. Bachelor degree in
engineering is minimum requirement. Master degree preferred
Language skills: Excellent written and spoken English, Uzbek; Russian is a strong advantage
Professional experience: 3–5+ years of experience in proposal or tender management, ideally in consulting
or engineering
